In February, I wrote about the 32-story apartment tower that’s planned by EPC Real Estate, VeLa Development, and Dan Carr at 1650 Broadway, which is just west of the Kauffman Center. At the time, we knew that the tower was just the first phase of a larger project that would take up the properties between Los Tules restaurant on the south the Broadway exit ramp from 35 North on the north. The tower was revealed as part of an informational presentation of the project to the public with PortKC intending to induce the issuance of bonds later this year.
At this month’s PortKC Development Committee meeting, the full scope vision of “Encore on Broadway” was revealed, and it includes much more than just the 33-story apartment tower.
The full vision consists of three total phases, all of which the development team claims will be under construction at roughly the same time. To the south of the apartment tower is a 15-story, 200ft tall luxury hotel with a rooftop bar, ground floor restaurant and 282 hotel rooms. To the south of that, and just north of Los Tules, is a planned 11-story, 148ft tall, 134,000sf office building. The apartment tower is 32-stories and just under 372ft tall with 392 total units and ground floor retail space. All three components will feature structured parking totaling 1158 spaces.

The PortKC Development Committee did advance the tax incentive request yesterday which will go on to a full board vote later this year. The incentive plan is for up to $500 Million in bonds for the project and a 25-year tax abatement. Years 1-17 will be a 90% abatement, year 18 will be a 60% abatements, years 19 and 20 will be a 50% abatement, and remaining 5 years will be a 25% abatement.
According to PortKC, the current 4.25 acre site will generate just under $1.6 Million in property taxes over the next 25 years if left undeveloped. If developed as envisioned, the site will generate just over $19.2 Million in property taxes. The City will also pick up additional sales, hospitality, and earnings tax from the project.
Per the PortKC presentation, the total development cost for Encore on Broadway is estimated at around $440 Million with the Business Journal reporting that the hotel component will cost $121.6 Million and the office building will cost $100.8 Million. The apartment tower will cost around $210 Million.

EPC, VeLa and Dan Carr hope to break ground on the apartment tower by the end of this year with the other phases breaking ground during the construction of the apartment tower. The intent is to have the entire project completed by 2030, though timelines are subject to change. Hoefer Welker is still serving as the project’s architect and its important to note that a formal development plan has yet to be submitted to the City for review.
Encore on Broadway is the largest project proposed in the Crossroads to-date in terms of size and overall project cost. The site, being near the top of a hill and surrounded by a mix of low-rise buildings, and a height limit established to protect a view corridor of the Kauffman Center, means these buildings will appear much taller than they are and have an outsized impact on the skyline when viewed from almost every direction.
