On a grassy parcel at the northeast corner of 39th and Roanoke in the Roanoke neighborhood, local developer Hickok-Dible is reviving a proposal from over 2.5 years ago.
Planned is a 4-story apartment building consisting of 73 apartments (34 studio, 27 one-bedroom, 6 one-bedroom + den, and 6 two-bedroom) along with 1200+/- square feet of retail space and 73 parking spaces. It’ll be clad in a mixture of brick, wood, stucco, and metal. NSPJ architects is the architect for the project. The site is just under .6 acres in size.
Hickok previously proposed a building on this site in the fall of 2022 and hosted community meetings pertaining to the project, but it never moved forward. The previous plan was for a 5-story apartment building with 93 apartments and a small retail space. Now, an application by Polsinelli lawyer Amy Grant (representing Hickok) was made to CompassKC on April 14th to rezone the property to allow for the mixed-use building to be construction. Additional applications for a development plan and an area plan amendment were also filed. The applications also specify that no incentives will be sought for the project.
The proposed building will be the latest multi-family building to be constructed along the West 39th Street corridor. Other recent new builds include the W 39th Apartments (Price Brothers – 71-units, 2013) and Citizen (Milhaus – 226-units, 2025). All projects are located on the potential East-West Streetcar line (39th and Linwood from 39th and Cambridge to near Linwood and Van Brunt).
Hickok’s proposal faces opposition from many residents of the Roanoke neighborhood and a petition is circulating to ask the City to deny the project and the developer to, once again, revise the plans.
Hickok-Dible has focused on building suburban multi-family communities and custom homes. Per their website, they’re Kansas City’s oldest real estate developer.
